Housing decree 2026: an action plan for portfolios and buildings in Vigo

· 6 min read

Action plan for large property owners and building owners in Vigo after Royal Decree-law 29/2026: unit-by-unit audit, priorities and management.

If you manage a portfolio or a whole building in Vigo, the new decree cannot be answered with one decision for every asset. Each unit has its own contract, occupant and condition. The useful work now is to get organised: know what you hold, what each unit's risk is and which decisions come first. This guide sets out that action plan from an asset-management perspective, without political commentary.

The official reference is Royal Decree-law 29/2026 of 6 October, published on 7 October and in force since 8 October 2026. Before acting, check the current wording and its parliamentary progress. For a general overview, see our decree guide for Vigo owners.

Step 1: audit the portfolio, unit by unit

Before changing anything, build a clear inventory. A ten-home building can hold ten different situations, and treating them as one is the fastest route to a mistake.

  • Each unit's current contract: date, term, extensions and rent-update clauses.
  • Actual occupancy: occupied, vacant, under refurbishment or used differently from what is declared.
  • Payment history: up-to-date rent, occasional delays or recurring arrears.
  • Technical condition: pending investment that constrains any change of model.
  • Locatable documentation: if a file is ever reviewed, each unit's paperwork must be in order.

Step 2: classify risk and set priorities

With the inventory in front of you, classify each unit: no issues, monitoring needed or urgent action. Units with arrears or contracts nearing renewal come first. Do not assume a general ban on recovering possession: each case needs specific legal review, and management contributes early detection, documentation and follow-up.

Step 3: decide each asset's model with numbers

Residential letting, student stays, tourist accommodation and other uses carry different requirements and operations. Renaming a contract does not change its legal regime, and a residential home does not become tourist accommodation by listing it on a portal. Compare scenarios with visible assumptions: estimated income, costs, required investment and operational workload. Always keep the option of not changing when the alternative is not viable.

Step 4: professionalise ongoing monitoring

What separates a controlled portfolio from an exposed one is continuous follow-up: monitored collections, documented incidents, preventive maintenance and regular owner reporting. That is a manager's daily work. At Rent it Properties we organise buildings and portfolios in Vigo with that approach: unit-by-unit diagnosis, rent monitoring and data-led decisions, without promising results nobody can guarantee.
